Call for papers for the 26th Section Pre-Conference, Stockholm / Deadline 15 March 2010

The IFLA Library and Research Services for Parliaments Section invites proposals for presentations at the Section’s pre-conference program in Stockholm, 7-9th August 2010. The main theme of the Stockholm pre-conference is: “Open Access to parliamentary information“. A session at the pre-conference will focus upon “Parliaments of the future” to think about how parliaments may change in the years ahead of us, and what that will mean for how parliamentary libraries will provide services. We would like several presentations, panels or workshops.

We invite proposals for papers, workshops or panels that present, analyse or discuss topics relating to Parliaments of the Future such as:

– How Parliaments will look in the future
– What that will mean for parliamentary libraries and research services
– What role for parliamentary libraries and research services in shaping how citizens will engage with parliaments in the future to participate in debating important issues or shaping legislation
– How will parliamentary libraries and research services support their parliaments in using new technology tools

Send an abstract (1 page or about 300 words), in English, of the proposed paper and relevant biographical information of the author(s)/presenter(s) by 15 March 2010.

The IFLA Library and Research Services for Parliaments Section invites proposals for presentations at the Section’s programme in Gothenburg. The main theme of the WLIC Conference 2010 is: “Open Access to knowledge – promoting sustainable progress”.
The Section’s programme will focus upon “The role of libraries in access to knowledge for democracy”. We require several presentations on topics related to this theme.

We invite proposals for papers, that analyse or discuss related topics such as:

– How parliamentary libraries and research services provide access to citizens to knowledge about parliament
– What kinds of support do parliamentary libraries and research services provide for public participation in democratic processes
– How libraries in general provide access to knowledge that supports democracy

                เอแบคโพลล์ เปิดเผยผลสำรวจประชาชนยังไม่มีความรู้ความเข้าใจมากพอในการตัดสินใจลงประชามติเพื่อแก้ไขรัฐธรรมนูญ ขณะที่ ส่วนใหญ่ยังให้โอกาสรัฐบาลทำงานต่อไป
                นายนพดล กรรณิกา ผู้อำนวยการสำนักวิจัยเอแบคโพลล์ มหาวิทยาลัยอัสสัมชัญ เปิดเผยผลสำรวจ “เอแบคเรียลไทม์โพลล์” เรื่อง สำรวจการอ่านรัฐธรรมนูญ และความคิดเห็นต่อข่าวปัญหาการทุจริตคอรัปชั่นในรัฐบาลชุดปัจจุบัน

              โดยสุ่มตัวอย่างประชาชนที่มีอายุ 18 ปีขึ้นไปใน 17 จังหวัดพบว่า ประชาชนส่วนใหญ่ไม่เคยอ่านรัฐธรรมนูญทั้งฉบับปี 2540 และ 2550 โดย ร้อยละ 77.3 คิดว่าตนเองยังไม่มีความรู้ความเข้าใจมากพอ หากจะตัดสินใจลงประชามติเพื่อแก้ไขรัฐธรรมนูญ ขณะที่ ร้อยละ 63.6 มองว่า เป็นเรื่องปกติธรรมดาของสังคมประชาธิปไตย ไม่ว่าผลการลงประชามติแก้ไขรัฐธรรมนูญจะออกมาอย่างไร

               สำหรับภาพลักษณ์ของรัฐบาลชุดปัจจุบันหลังการบริหารประเทศ 9 เดือน ประชาชน ร้อยละ 59 มองว่า รัฐบาลมีข่าวเรื่องการทุจริตคอรัปชั่นมาก ร้อยละ 47.6 คิดว่า รัฐบาลมีปัญหาการทุจริตในทุกกระทรวง และเมื่อถามถึงทางออกที่เหมาะสมของรัฐบาลในสถานการณ์การเมืองขณะนี้ พบว่า ร้อยละ 28.8 ต้องการให้รัฐบาลทำงานต่อไป รองลงมาคือ ควรยุบสภา และปรับคณะรัฐมนตรี

เอกสารจดหมายเหตุรัชสมัยพระบาทสมเด็จพระจุลจอมเกล้าเจ้าอยู่หัว ได้รับการยกย่องจากองค์การศึกษา วิทยาศาสตร์ และวัฒนธรรมแห่งสหประชาชาติ หรือ ยูเนสโก (UNESCO) ให้เป็น 1 ใน 35 มรดกความทรงจำของโลก ปี 2552 เอกสารดังกล่าว ประกอบด้วย เอกสารจัดเก็บไว้ที่หอสมุดแห่งชาติ จำนวน 2,846 รายการ ส่วนเอกสารที่จัดเก็บไว้ที่ หอจดหมายเหตุแห่งชาติ มีจำนวนมากกว่า 800,000 แผ่น

Archival Documents of King Chulalongkorn’s Transformation of Siam (1868-1910) (Thailand):

Present-day Thailand owes much to the policies and reforms carried out by King Chulalongkorn the Great of Siam (1868-1910). The documents record social policies such as the emancipation of slaves by peaceful and legal means, the abolition of gambling, the establishment of a public school system and the reform of the Buddhist Sangha, as well as the promotion of agricultural production, the market economy, and financial and fiscal institutions. These measures contributed to Siam’s ability, exceptional during the age of Western colonialism, to retain its independence.

วันนี้ อยู่ในช่วงเวลาของการตัดสินใจว่าจะไปเข้าร่วมประชุม IFLA 2009 ที่ Milan ดีหรือไม่ อ่านกำหนดการไปเรื่อยๆ  ก็ไปพบบทความที่เพื่อนร่วมวิชาชีพจะนำเสนอในการประชุม IFLA 2009 ที่ Milan หลายบทความดีๆ พบบทความนี้ก็เลยถือโอกาสเลือกที่จะอ่านก่อนจากบทคัดย่อ (ใครได้ไปฟัง คงว่าไม่กันนะคะ) จากเรื่อง

Abstract
Parliamentary libraries are libraries serving the parliamentary institutions on a national or local level. Usually they were and are founded at the same time as the Parliament itself and are organised according to the parliamentary model of the country in which they are located. The parliamentary library’s mission is to support and facilitate parliamentary activities and make available all the useful sources of information to the parliament as a whole. Thus, the parliamentary library is a specialised library from the point of view both of the collections’ coverage and of patrons whom it is addressed.
Today, parliamentary libraries are at a turning point in their history. All over the world they are deeply changing their nature and experimenting new possibilities. In particular, they are facing two main turnarounds:
• the convergence towards a digital and networked society which is strongly affecting libraries of any type;
• the changing role of Parliaments: some scholars talk about a crisis of traditional parliaments as institutional places whereas some of the main decisions regarding political life and society are taken elsewhere.
The internal fragmentation of parliamentary administration, the multiplication of search possibilities, the amount of topics debated every day and the need for information processed and immediately available for use are some of the reasons why the traditional parliamentary libraries are lagging behind in everyday parliamentary activities. This is why parliamentary libraries are re-inventing themselves according to two main
directions:
• becoming internal documentation centres and integrating their services with other parliamentary offices and departments and, sometimes, giving up their physical structure;
• extending their role beyond the boundaries of the parliamentary library type and assuming other functions; according to this statement, some parliamentary libraries have opened to the general public; others have got the status of national libraries or have become central research libraries for a specific disciplinary field such as political science and law.

In 1931 Ranganathan wrote: “libraries are living organisms”. If true, this means that they are expected to adapt themselves to the context in which they work, without giving up their inner mission and role in the society. How can parliamentary libraries face this challenge in a meaningful way?

The theme for this conference Digital Information for Democracy: Management, Access and Preservation is the cutting edge in innovation and development of parliamentary libraries and documentation services, which are the hub of a complex information system gathering, processing and providing documentation services to the institutions, and networking legislatures. The two Libraries of the Italian Parliament have been very active in this field, especially since they have opened up to the public a significant step strengthened by a policy to merge the two libraries into a Joint Parliamentary Library and are now called to respond to a growing number of increasingly varied requests for information.
